Functions of the state
The function of the state is understood as a certain direction of its activity. The functions of the state concretize its social purpose.
There are several approaches to understanding the functions of the state, but most scientists adhere to the most developed theory, according to which the functions of the state are divided into external (to ensure the independence of the state outside) and internal (to ensure the supremacy of power within the country and the management of common affairs).
Internal functions are divided, in turn, into basic and non-basic.
The main are the functions that can only be performed by the state.
1. Ensuring public order, security, rights and freedoms of citizens, including:
o a) the fight against crime;
o b) registration and registration of the population;
o c) prevention of various disasters;
o d) measures to eliminate the consequences of natural disasters.
2. Establishment and protection of general rules of social life: economic, political and other social relations (civil legislation, labor legislation, etc. ).
3. Monetary and financial regulation (especially issue - money issue).
4. Budgetary regulation : collection of taxes, duties; distribution of income and expenses in the budget.
Non-core functions can be divided into traditional (historically formed) and "new" ones that emerged in the 20th century.
Not all states perform traditional functions. They are not the same, each state has its own historically formed functions.
